6:00 PM - Council Briefing Session

  This briefing session is sure to be very informative, as there are many important items on this week’s Council agenda. City staff and Council will discuss and ask questions regarding the agenda for the 7:00 PM regular meeting. 
    These briefings are open to the public and I highly encourage anyone who can go to do so as it will not be live-streamed.

4 - Public Comments
 
5 - Consent Agenda: There are several items here so I would encourage you to read the agenda packet for details. Most items seem to be pretty routine in nature, though.  
 
5L: Once approved, please mark your calendars for the first Regular Council meeting in September to be held on Tuesday, September 6, 2022
 
6 - Recognize Melissa Olson for her service as City Council Member:  I am very grateful to all for having had the opportunity to serve Waxahachie in this capacity.  It was an honor and it is very nice that the city is going to recognize me for that.  Unfortunately, I will be unable to attend due to being sick, but at this time, I believe my friend will be able to be there on my behalf.
 
7 - Recognize Doug Barnes for his service as Mayor and City Council Member:  I am so glad to see the city recognize Mr. Barnes for his service. He is a very dedicated, hard-working and honest man and it was an absolute honor to be able to serve Waxahachie alongside him. We didn’t agree with each other on everything, but we always did so in a respectful manner.  
 
8 & 9 - SUB-73-2022 - Public Hearing on a request by Tim Jackson, for a Replat of Lots 8, Block 3, University Annex Addition, to create Lots 8A & 8B, Block 3, University Annex Addition, 2 Residential Lots, being 0.350 acres, located at 800 Sycamore Street.  The applicant requested to continue this case to the 8/23/22 P&Z meeting and the 9/6/22 Council agenda.
 
10 - SP-70-2022 - Consider a request by Brad Yates, Loren Gray Investments, LLC, for a detailed Site Plan review for a proposed Private Club (Event Center) within a Planned Development zoning district, located at 716 Dunaway Street. Staff is recommending approval per comments.
 
*** 11 - Consider and take action on an ordinance providing for the issuance of the City of Waxahachie, Texas Combination Tax and Revenue Certificates of Obligation, Series 2022, in an aggregate principal amount not to exceed $21,250,000; and ordaining other matters relating to the subject. - If interested, please refer to the Agenda Packet linked above for more details. The basic gist of this is that the City is going to issue more debt to the tune of $21+ MILLION. ***
 
* 12 * - Consider proposed resolution approving assignment of private activity bond authority to Texas Department of Housing and Community Affairs.  I do not understand this item, but you can read all the details in the packet. This is not something that I can ever recall seeing in the past 4-5 years. 
 
13 - Consider award of bid for Monticello Drive Reconstruction Phase I & II Project.  I know folks on Monticello have been waiting for this to happen and it’s finally happening!
 
16 - Consider supplemental appropriation for reinstatement of project funding - This is a really interesting/sad item actually. The city was a target of an elaborate scheme that resulted in a large payment going to a fraudulent account. It’s sad to me because I despise seeing events like this where people are taken advantage of. Local and federal authorities are still working on the case but in the meantime the city needs to transfer funds of over $1 million from reserves to fund the project so payment can be made to the correct account. 
 
17 & 18 - Convene into Executive Session for consultation with attorney as permitted by Texas Government Code, Section 551.071 and for deliberation regarding real property as permitted under Section 551.072 of the Texas Government Code and Reconvene to take any necessary action

3 - Public Comments
  
*** 6 - Consider ordering an election to be presented to all sworn police officers in the department for a revised promotional system for the ranks of Corporal, Sergeant, and Lieutenant under Section 143.035, Texas Local Government Code. - This is basically the only item on the whole agenda.
 
This meeting is open to the public if you would like to attend. It will not be live-streamed.

4 - Discuss and consider PIN Award (Pride In Neighborhood)
 
5 - Discuss 10 on Tuesday program - I’m not sure what this program is, so that will be interesting to follow and see how that develops.
 
This meeting is open to the public to attend; however, it is not live-streamed at this time.

*** 5:30 PM - City Council Work Session***

****  2 - Discussion of City of Waxahachie Fiscal Year 2022-2023 Budget ****
While there is not an opportunity for the public to comment during this work session, this will probably be the last chance Council has to come together before the budget (and tax rate to support it) will be adopted. *** This is a very important meeting. ***
 
Unfortunately, because they’re holding it in the Conference Room, it will not be live-streamed. I’m very disappointed in the Council for not holding it in the Council Chamber and streaming it.
