The Week of February 28th - March 3rd, 2022 in the City of Waxahachie

 Hello Friends!
 
    My how time flies!  We are already almost done with the second month of the new year! It doesn't seem possible, but here we are!
    Tuesday, March 1st is the final chance to vote in the primary election.  All the information you need is in this link on the Ellis County Election's website: Upcoming Elections | Ellis County, TX Official Website  It includes health protocols, polling locations, Republican and Democratic Primary Sample Ballots and the Daily Early Voting Report: http://www.co.ellis.tx.us/DocumentCenter/View/15686/PrimaryDailyReport?bidId=  As of 2/23/22, Ellis County had a 6.16% voter turnout.  Polls will be open from 7a - 7p on Tuesday, so you still have a chance to vote!
    Now, on to the City Election which will be held on Saturday, May 7, 2022!  Your current candidates can be found here: https://www.waxahachie.com/departments/city_secretary/elections.php  There has been a change in the race for Place 1.  Mr. Paul Christensen has withdrawn from the race, leaving current Council Member David Hill (incumbent) and Mr. Darrin Robinson running for that place.  The other two places are the same as last week (as of the time of this publication, but folks still have until 5PM Friday, 2/25, to withdraw).
    The next step that happens in this process is to have a drawing for place on the ballot. Here is the notice for the drawing: https://files4.1.revize.com/waxahachietx/Notice%20of%20Drawing%20for%20Place%20on%20Ballot%20(Template).pdf  Basically, Tuesday morning at 10am at City Hall, all candidates will draw to see the order in which they will appear on the ballot.  The way the determination is made as to who draws first, is based on the order in which the candidate applications are successfully turned in and accepted by the City Secretary's office.  For example in my race, Mr. Wright turned in his paperwork first, so he will be the first one to draw.  Since there are only two of us in the Place 3 race, it's pretty easy to figure out which position I'll draw once his position is revealed.  lol
    That's just a little background on how that stuff works.  Next, I want to share with you all a couple of important links of things going on right now.  If you have been keeping tabs on the new Comprehensive Plan that the city is working on, here is the website to do that with: https://cityofwaxahachie.mysocialpinpoint.com/city-of-waxahachie-comprehensive-plan/home/  I believe they are still taking input on the maps, so if you have anything to share, please do so ASAP!
    *****  This link is REALLY important!!  I want to share it with you so you have access to the same information that I do.  With so much development going on, we are often asked "What's going in across the street from me?" - Or a variation of that.  This map will tell you!  If you know someone buying a home, please share this with them!!!  So often, we buy our home and have no idea that the field next to us is going to become anything.  In the case of our house, we have apartments springing up all around us.  It turns out that the land around us was zoned for apartments 20 YEARS AGO!  Yes.  20 years ago!  That's just one example, but this comes up ALL the time.  Please share with realtor friends, family and anyone who wants to know what's going on in Waxahachie! 4 - Receive Fiscal Year 2022 - 1st Quarter Financial Report
 
5 - Consider supplemental appropriation for additional track repairs and increased scope of wrought iron fencing.  You may have noticed some work being done to the Sports Complex fence along Broadhead Road. They have been building rock pillars to hold the wrought iron fencing that will soon go up.  This request is to extend that fence a little bit more so that all the Sports complex fencing facing 287 will be the new material.  Regarding the track, I think staff is taking a very smart approach to the issue of track damage in order to maximize the use of the funds to ensure that the new track being laid down will last for a long time to come.

6 - Consider supplemental appropriation to the FY 21-22 Civic Center budget for increased costs associated with the restroom and dressing room renovations.  Staff recently obtained an updated cost from the contractor to complete the project for 30% more than previously expected.  The recent increase in cost of materials, along with labor and inventory shortages are some of the main contributing factors to the increased cost.  There is sufficient funding available in the WCDC unrestricted reserve fund balance to cover the supplemental appropriation.

7 - Discuss and take possible action on potential funding source for Crape Myrtle Festival fireworks show.  The largest sponsor of the event has always donated $10,000 every year since the creation of the event (so they only have $10k budgeted for this expense) and we have learned that the cost of the show has increased to $21,000.  The city will continue to seek sponsorships for this event, but in order to book the show, there is a required deposit.  Staff's recommendation is to use a supplemental appropriation from the WCDC unrestricted reserve to cover the additional cost if unable to secure more sponsors.

5 - Consider request by Tim Jackson for a Replat of Lot 2, park Place Professional Center, to create Lots 2A & 2B, Block A, Park Place Professional Center, 2 Commercial Lots - located North of 114 & 115 Park Place Court.  This replat was spurred by the desire to develop an office building on proposed Lot 2A.  Staff is recommending Approval, as presented.

5g : Budget Adjustment for Midyear Cost of Living Adjustment (COLA) for all employees (civil service and non-civil service) for 5% instead of the 3% merit raise.  I definitely have issues not giving merit raises, as I truly believe in rewarding those who work hard and have good work ethic; however, it has come to my attention, that things don't always work that way.  That will be something I look into as well, but for now, I want to ensure that our city employees are taken care of. Happy city employees = better service for citizens.

9-11:  Public Hearing on a request by George Salvador for a zoning change from FD (Future Development) to a PD (Planned Development) located at 3811 Black Champ Road.  This is a pretty highly-contested case, but was approved by the Planning & Zoning Commission 7-0.  Staff is recommending approval per comments.

12: Consider approval of Construction Manager at Risk (CMAR) for Fire Station 4 going to Steele & Freeman.  After getting out of our previous CMAR contract for multiple reasons, it's good to see Chief Boyd is on the ball and making this happen.  We will lose very little time in the process of getting this station built and in service.

15 & 16: Convene into Executive Session for consultation with attorney regarding pending or contemplated litigation and Reconvene and take any necessary action.

The Week of February 14th - 18th, 2022 in the City of Waxahachie

Hey Friends!
 
    I hope everyone is doing well!  Not enough city meetings happening lately?  Well, this week will fix that! lol  There's a lot going on so let's get started!
 
    First of all, the early voting for the Republican and Democratic primaries begins Monday 2/14/22 for the March 1st (Tuesday) election.  For hours and early voting locations, please visit this site: http://www.co.ellis.tx.us/DocumentCenter/View/15319/EV-and-EDLocations-2022Primary?bidId=
 
    Next, the deadline to file for a place on the Waxahachie City Council ballot is Friday February 18th at 5:00 PM.  For anyone interested in doing so, I highly recommend submitting your application before that time, because the City Secretary must verify the voter signatures on the petition and if you don't have enough for whatever reason, then your application won't be approved and there won't be time to fix it.  Here is the information for turning in your application: https://files4.1.revize.com/waxahachietx/Notice%20of%20Deadline%20to%20File%20App%20For%20Place%20on%20Ballot_202112061704313014.pdf

This is a relatively short agenda, but there is one item worth mentioning.
 
11 & 12: Public hearing on a request by George Salvador, Waxahachie One Development, for a zoning change from Future Development (FD) to a Planned Development Single Family -1 zoning district located at 3811 Black Champ Road.  Staff is recommending approval per comments.  There are some questions remaining  (whether they are going to do 1 acre or 1/2 acre lots) on this project, so it seems premature to go before the commission at this point.  One way, the development would have double the dwelling units as the other, so conditional approval doesn't seem like the best idea.  Not only that, but the subdivision enters and exits onto Black Champ Road. In addition, if they end up not getting city sewer services and have to do the 1 acre lots, the applicant has opted not to propose varied architectural style requirements for the development.  Instead, the applicant is proposing Traditional style homes or market-driven styles.  At this time with the information supplied, this development does NOT look like the highest and best use of the land - in my opinion.

The Week of February 7th - 11th, 2022 in the City of Waxahachie

 Hello Friends!

I hope everyone is staying warm and safe.  Temperatures will be rising now, so hopefully the
worst is behind us.  I know that a lot of people have endured power outages during this time, so we were able to add an agenda item for Monday's meeting so that Council and staff can discuss the recurring power outages.  Council and city staff are aware of these issues and take them very seriously.  I'm not sure what options are available to us, as Oncor is the owner of the power lines; however, we will see if there's anything we as the city can do to prevent this from happening in the future - especially in the Garden Valley / Indian Hills area.  *** If you have any questions that I can address during this time, please let me know ASAP so that I can write them down and ask staff on Monday evening. ***
 
Thank you to everyone for your support and encouragement to run for re-election. With your help, I was able to get the signatures needed for my petition to be placed on the ballot for Place 3 (my current position) and submitted my paperwork before the winter storm came through.  Here is the link to view who your current candidates are for all three Places. https://www.waxahachie.com/departments/city_secretary/elections.php
 
If you would like to run for City Council, there is still time to pick up a packet from the City Secretary's office and to turn it in.  The deadline to have everything submitted is February 18, 2022 at 5:00 PM (but it's always good to get it in before the last second because the City Secretary has to verify your signatures and if you don't have enough valid signatures on your petition, you would not be able to have a place on the ballot.)

7:00 PM - City Council Regular Meeting

This is a relatively short agenda this evening, but there are a couple of items I'd like to point out: 
 
4 - Public Comments: Persons may address the City Council for up to 5 minutes on any issues, whether on the agenda or not.  In accordance with the State of TX Open Meetings Act, the Council may not comment or deliberate such statements during this period, except as authorized by Section 551.042, Texas Government Code.   

5c - Event application for Sweethearts and Orphans Car Show on March 5, 2022. They are requesting street closure of Franklin St. (South side of the courthouse) and College St., from Franklin to Main. This is a fantastic event; however, with all the construction downtown right now, I am not completely sure if we should be shutting down any more streets.  I will discuss with staff during the briefing session.  Being on the consent agenda, they didn't have any concerns with this request, so I'll find out why at that time.

5g - Consumer Price Index adjustment to the Garbage and Trash Collection effective April 1, 2022. Due to increased costs, they are formally requesting to adjust current rates with a 4.77% increase.  The impact will be an adjustment in the residential base rate for trash and recycling combined to increase by 25 cents per home. The other changes are listed out in a chart that you can see in the agenda packet, linked above.  One example is the fee for pink tags will go up 3 cents each. While it's never great to see the cost of services go up, this seems like a reasonable request and is allowed in their contract.
 
8 - Consider proposed ordinance ordering an election to be held on May 7, 2022 for the purpose of electing at-large Council member Places 1, 2 & 3 and providing for a contract for election services with Ellis County Elections Administration.  This is just routine, but I wanted to share so you could see part of the Council election process as it happens.

12 - Discuss recurring power outages. I pretty much covered this item in the beginning of the newsletter; however, if you would like to address this issue at the meeting, please speak during the Public Comments portion at the beginning of the meeting, as this is listed as "Discuss" on the agenda.  The health and safety of all our residents is our main priority, so we are going to see what can be done.

******  I want to take a minute to both thank and recognize the folks that help keep our city running every day - no matter the weather.  We have all of our first responders, and several departments (my apologies if I leave anyone off): streets, utilities, water and wastewater who all get out there in the elements to ensure residents are safe, have water to drink and are able to flush the toilet... to name just a few.  We also have administration and staff who work 24 hours a day, especially during major events, to coordinate efforts and make sure the citizens are taken care of.  I'm so thankful and grateful to all of these folks who work so hard to help make Waxahachie the city it is.  They deserve to be recognized for going above and beyond for all of us!  THANK YOU!!!*****
