8:30 AM - Cemetery Board Regular Meeting

This is a pretty standard meeting with the exception of the board discussion of the height of the columbarium pavilion.   The prior meeting's minutes are in the agenda packet linked above, if you'd like to catch up on what has been happening recently with regards to the city cemetery.

This is a public meeting and is open for attendance, however it will not be live-streamed at this time.

4:30 PM - Keep Waxahachie Beautiful Committee Regular Meeting

This is the first meeting since January 7, 2021, but is a standard one. 
 
4 - Discuss KWB committee activities and take any necessary action
 
5 - Discuss process for PIN recommendations for next quarter and take any necessary action.

The Week of March 22nd - 26th, 2021 in the City of Waxahachie

*** 5:00 PM - Joint Work Session of the Waxahachie City Council and WISD School Board***

I pushed for this meeting to happen because both entities work closely together and it's been quite a while since we all got together.  The growth that the city approves affects the WISD and in turn, the taxpayers.   Items being covered in this meeting include:

4 - WISD informational presentation related to bond proposition, demographer figures and projections, and future land/facility planning

5 - City presentation of current growth figures, trends and active subdivisions; areas of anticipated future growth; and future infrastructure plans for roads, water and sewer

6 - Discuss concerns and opportunities to assist in managing growth and realizing future goals

This meeting is open to the public, should you wish to attend; however, given the location of the meeting, I'm not sure whether it will be live-streamed or not.

This briefing is being held to discuss items for the 7:00 PM regular meeting.

7:00 PM - Planning & Zoning Commission Meeting

5 & 6 - Emory Lakes case has been continued, therefore will not be discussed or reviewed at this meeting.  At this time, it is scheduled to be heard at the April 13, 2021 P&Z meeting and the April 19th City Council meeting.
 
14 & 15 - Public hearing on a request for an amendment to ordinance No. 2733 for North Grove Planned Development to allow for a mixed use residential development located at the NW corner of Washington Avenue at North Grove Blvd.  The link to that ordinance is here: https://library.municode.com/tx/waxahachie/ordinances/code_of_ordinances?nodeId=638267  The applicant is requesting the addition of townhomes, which were not previously included in the planned development.

6:00 PM - Council Briefing Session

This briefing session is to discuss items on the 7:00 PM Council agenda.  It will be highly informational and this particular briefing will feature a discussion of candidates staff recommend for the Comprehensive Plan Committee.  Those candidates are not listed anywhere in the packet, but will be given to Council at this briefing session.  The briefing session is not live-streamed at this time, but it is open to the public should you wish to attend.

7:00 PM - City Council Regular Meeting

This is a fairly short agenda, but there are a couple of items worth mentioning.

10-12: Public hearing on a zoning change for a Planned Development-General Retail located at the SW corner of Farley St. at Highway 287.  This has been approved by the P&Z Commission and staff is recommending approval as well.

14 & 15: Each of these items is regarding a PID (Public Improvement District), one for an area of North Grove and the other for Emory Lakes.  Approval of the PID does NOT mean approval of Emory Lakes.  For more information on PIDs, please refer to this source from the Texas Municipal League: https://www.tml.org/DocumentCenter/View/234/Assessments---2015-11-PDF

16: Discuss appointment of Comprehensive Plan Committee and take any necessary action.  After receiving the staff recommendations in the briefing, the Council will take action on those recommendations or if more discussion is necessary, will continue this until the next Council meeting, which will be on April 5th.

4:00 PM - Mid-Way Regional Airport Board Regular Meeting

5: Consider request to rename airport.  Upon inquiring on this item, I've been told that there has been some interest to renaming the airport after Bessie Coleman.  While she is definitely worth renaming the airport, she already has a street named after her and there has been little traction in the way of renaming the airport in the past.  Also, because the airport belongs to both Midlothian and Waxahachie, both entities would have to agree to a name change.

9: Discuss requirements for sprinkler systems in hangars.

10: Discuss airport encroachment concerns.

11: Discuss FY 2022 airport budget.

The purpose of this briefing is to review and discuss items for the 7:00 PM regular Planning & Zoning Commission meeting.  It will not be live-streamed, but it is open to the public, should you wish to attend.

7:00 PM - Planning & Zoning Commission Regular Meeting

This appears to be a pretty standard meeting as well.  There's only one item on the agenda that I think you might be interested in.
 
11 & 12 -  Public hearing on a request by ADTM Engineering and Construction Corp. for a zoning change from a general retail and PD-SF3 residential zoning district to a planned development-general retail, located at the SE corner of Farley Street at Highway 287. This case previously went before the commission when it was decided that the elevation was dated and the case was continued until the applicant could present alternative elevations.  Staff is recommending approval of the 3 building plans.
