The Week of February 7th - 11th, 2022 in the City of Waxahachie

 Hello Friends!

I hope everyone is staying warm and safe.  Temperatures will be rising now, so hopefully the
worst is behind us.  I know that a lot of people have endured power outages during this time, so we were able to add an agenda item for Monday's meeting so that Council and staff can discuss the recurring power outages.  Council and city staff are aware of these issues and take them very seriously.  I'm not sure what options are available to us, as Oncor is the owner of the power lines; however, we will see if there's anything we as the city can do to prevent this from happening in the future - especially in the Garden Valley / Indian Hills area.  *** If you have any questions that I can address during this time, please let me know ASAP so that I can write them down and ask staff on Monday evening. ***
 
Thank you to everyone for your support and encouragement to run for re-election. With your help, I was able to get the signatures needed for my petition to be placed on the ballot for Place 3 (my current position) and submitted my paperwork before the winter storm came through.  Here is the link to view who your current candidates are for all three Places. https://www.waxahachie.com/departments/city_secretary/elections.php
 
If you would like to run for City Council, there is still time to pick up a packet from the City Secretary's office and to turn it in.  The deadline to have everything submitted is February 18, 2022 at 5:00 PM (but it's always good to get it in before the last second because the City Secretary has to verify your signatures and if you don't have enough valid signatures on your petition, you would not be able to have a place on the ballot.)

6:30 PM - City Council Briefing Session

This briefing is being held to discuss items for the 7:00 PM regular Council meeting.  Residents are welcome to attend the briefing session to hear the discussion between staff and Council; however, these sessions are not live-streamed at this time.

7:00 PM - City Council Regular Meeting

This is a relatively short agenda this evening, but there are a couple of items I'd like to point out: 
 
4 - Public Comments: Persons may address the City Council for up to 5 minutes on any issues, whether on the agenda or not.  In accordance with the State of TX Open Meetings Act, the Council may not comment or deliberate such statements during this period, except as authorized by Section 551.042, Texas Government Code.   

5c - Event application for Sweethearts and Orphans Car Show on March 5, 2022. They are requesting street closure of Franklin St. (South side of the courthouse) and College St., from Franklin to Main. This is a fantastic event; however, with all the construction downtown right now, I am not completely sure if we should be shutting down any more streets.  I will discuss with staff during the briefing session.  Being on the consent agenda, they didn't have any concerns with this request, so I'll find out why at that time.

5g - Consumer Price Index adjustment to the Garbage and Trash Collection effective April 1, 2022. Due to increased costs, they are formally requesting to adjust current rates with a 4.77% increase.  The impact will be an adjustment in the residential base rate for trash and recycling combined to increase by 25 cents per home. The other changes are listed out in a chart that you can see in the agenda packet, linked above.  One example is the fee for pink tags will go up 3 cents each. While it's never great to see the cost of services go up, this seems like a reasonable request and is allowed in their contract.
 
8 - Consider proposed ordinance ordering an election to be held on May 7, 2022 for the purpose of electing at-large Council member Places 1, 2 & 3 and providing for a contract for election services with Ellis County Elections Administration.  This is just routine, but I wanted to share so you could see part of the Council election process as it happens.

12 - Discuss recurring power outages. I pretty much covered this item in the beginning of the newsletter; however, if you would like to address this issue at the meeting, please speak during the Public Comments portion at the beginning of the meeting, as this is listed as "Discuss" on the agenda.  The health and safety of all our residents is our main priority, so we are going to see what can be done.

13 & 14 - Convene into Executive Session for consultation with attorney regarding pending or contemplated litigation and reconvene and take any necessary action.

This meeting will be held from 5:30 - 7:00 PM in the Council Chamber at City Hall.
 
Objectives include: updating the community on progress to date, including a summary of assessment results and core principles that will be used to guide future development in the city.

******  I want to take a minute to both thank and recognize the folks that help keep our city running every day - no matter the weather.  We have all of our first responders, and several departments (my apologies if I leave anyone off): streets, utilities, water and wastewater who all get out there in the elements to ensure residents are safe, have water to drink and are able to flush the toilet... to name just a few.  We also have administration and staff who work 24 hours a day, especially during major events, to coordinate efforts and make sure the citizens are taken care of.  I'm so thankful and grateful to all of these folks who work so hard to help make Waxahachie the city it is.  They deserve to be recognized for going above and beyond for all of us!  THANK YOU!!!*****
