    Happy Easter! I hope that everyone has a wonderful Easter. Many people look for a church to attend at Easter time.  We just want to share our church, the Avenue, for you to attend in person or if you're unable to make it in person, they are really good about streaming their services.  You can access their live-streams on Facebook at: https://www.facebook.com/liketheavenue or you can stream their services straight from their website here: https://theavenuechurch.com/ondemand/ .
 
   The only public city meetings scheduled so far for this coming week are the Council briefing and meeting on Monday. Please always refer back to the city's calendar on the website which you can find here: https://www.waxahachie.com/calendar.php

    Also, just wanted to give y'all a head's up that there should be a Council "retreat" (it's not really relaxing like one would expect on a retreat but actually jam-packed with information about pretty much everything going on with the city lol) on Monday and Tuesday, April 25th & 26th at the Civic Center.  I'll provide more details once they are available and put them in my newsletter next week.  It will be incredibly informative and will be the first time Council will see the proposed budget that will be adopted in August/September.  If you're able to come and sit in on those meetings, you'll be glad you did.  Unfortunately, I do not believe there are any plans to live-stream this 2 day meeting at this time.

The first 3 items are on the consent agenda portion of the agenda and usually all get approved as they are deemed routine.  I just wanted to point them out so folks know what areas are in the works to be redone.  We have so many streets throughout the  city that need to be repaired or replaced and appreciate the patience that y'all have shown us as we try to get each one taken care of!
 
5d - Waxahachie Arts Council Board Member Appointment.  The memorandum states that staff recommend David Hudgins as a director of the Waxahachie Arts Council board to create a succession plan... Let me begin with this - I really like former fire chief, Mr. Hudgins (hence why I call him Chief); however, I am confused as to 1) How appointing someone creates a succession PLAN.  I associate a plan as something like establishing criteria for selecting the next director or other things like that. 2) What do members of the Arts Council think of this nominee and why don't they elect their own director?  I'm sure there are reasons for these two things, but will be questions I ask at the briefing session.

5e - Consider approval of the professional services agreement with Kimley-Horn and Associates, Inc. for design and construction engineering services associated with the reconstruction of Wilmington Avenue from Richmond Lane to Monticello Drive.  The scope of this project also includes the portion of Chiles Dr. between Wilmington Avenue and Cumberland Road and funding for this project is available in the FY 2022 Operating Budget and the Streets Capital Fund.  We're working on you, Bellevue!  Hang in there.  It takes a long time to get these streets done, but we're getting there, street by street.
 
5f - Consider approval of the professional services agreement with Binkley and Barfield, Inc. for the design and construction engineering services associated with reconstruction of University Avenue from W. Marvin Avenue to Sycamore Street.  The total amount of the professional engineering services agreement is $257,150.  Funding for this project is available from the FY 2020-2021 Bond Funds.  Keep in mind that this is just the engineering for the project, BUT that means that it is in the queue and we are getting closer to having that street redone.

8 - Consider proposed ordinance re-establishing classified positions under Civil Service for the Police Department while 2 officers are gone on deployment, anticipated to be a year or more for each of them.  The addition of these positions now will be subtracted from those requested in the FY23 budget.  As the city grows, the demand for our first responders continues to grow and our PD needs to fill those vacancies now.  There should be no financial impact to the city  due to the fact that we have already budgeted for those two positions but are not paying their salaries due to the deployment.  Upon return, the officers will return to their previously-assigned duties and the positions added now will be subtracted from the number requested in the new budget year.

9 & 10 - Discuss consider and act to authorize the Mayor to execute the North Grove Public Improvement District (PID) Area #3 Reimbursement Agreement with GRBK Edgewood LLC.  This resolution would  call for a public hearing set for May 16, 2022 to consider an ordinance levying assessments on property located within the improvement Area #3 of the North Grove PID.  We have PIDs in Waxahachie and it's basically a tool that developers use to help pay for items in a subdivision.  Each one I've dealt with so far has been on unimproved land (vs. adding this fee to an area once house area already on it and folks have their mortgage payments pretty much set).  I will ask at the briefing session if this is also the case here, but I strongly expect that to be the case.  We normally see a map of the area in question as well, but I'm sure that will be presented in the public hearing at the 5/16 meeting.

The Week of April 11th - 15th, 2022 in the City of Waxahachie

Hello Friends!
 
    Thank you to everyone who participated in Saturday's Dumpster Day!  I've heard it was a great success!  The Keep Waxahachie Beautiful board usually does this once or twice per year and we almost always fill up a few dumpsters!     At this time, we have a groundbreaking ceremony for Fire Station 4 slated for Tuesday afternoon.  The weather is NOT our friend right now, but I haven't heard of any changes for the time/date.  I'm sure the city will post on their official Facebook page https://www.facebook.com/CityOfWaxahachie if there is a change to this.  I hope all who can are able to come!  This fire station will help serve our community for many, many years to come!  
 
Also, per the city's website, city offices will be closed on Good Friday in observance of the Easter holiday.  Here is also a list of the city's holidays per the website.

5 - Consider request by Timco for a Plat of Timco Addition, for 1 lot, being 17.746 acres located near 197 Ovilla Road.  This is basically just an expansion of the company's existing logistics campus.  A Specific Use Permit (SUP) was recently approved for the expansion of the logistics campus under case number ZDC-49-2021 and Ordinance 3274.  The proposed lot will be accessible from both Ovilla Road and US Highway 287 Business.  Staff is recommending approval per comments.

6 & 7 - Public Hearing on a request by Angela Hunt, for a zoning change to Amend Ordinance No. 2302 for the Villages of Mustang Creek to increase the maximum lot coverage from 35% to 50%.  This development is located at Northeast and East of the intersection of Dartmoor Drive and Highway 287. It is currently undeveloped land.  On April 18, 2005, City Council approved Ordinance 2302 for the Villages of Mustang Creek. The developer would like to propose a larger footprint for the first floor of houses, which would allow them to be able to provide a greater variety of larger square footage homes.  This request matches a PD amendment (ordinance 3252 - https://library.municode.com/tx/waxahachie/ordinances/code_of_ordinances?nodeId=1066484 ) that was approved in 2021.  An amendment to the entire Villages of Mustang Creek PD was not pursued in 2021 due to the fact that portions of the property included in the PD are owned by separate entities.  Staff is recommending approval as presented.

    I also want to share with everyone a resource that is NOT city-related, but does affect all of us and that is a link to the WISD's Long Range Planning Committee (LRPC) site.  I am serving on this committee and there have been two meetings (not sure why they are not public meetings) and the slideshows presented to the committee can be found in this link: https://www.wisd.org/apps/pages/LongRangePlanning I HIGHLY ENCOURAGE everyone to keep up with these meetings.  They ask us to get feedback from the public as well.  In the most recent meeting, the slides you can review show some PROPOSED uses and shifting of schools.  As most of us know, the main high school is already getting crowded (don't get me started on that), so they are brainstorming ways to remedy this situation.  
 
It is my understanding that these first two meetings were "pre-meetings" and that things will "really get going in the fall".  Even though there are not any more LRPC meetings scheduled until September, I want y'all to be aware that this exists and is happening and give you time to review the information that has been presented so far so you can digest it and provide feedback.  As a committee member, I'm more than open to receiving your feedback and can report back to the committee when we regroup again. 
 
It is also my understanding that this LRPC group will be charged with making a recommendation to the school board on how best to use our facilities and funds.  This will end with a bond package that is presented to the public for voting, most likely in May 2023, as the facilitator mentioned that a "Yes group" (guessing that is the "vote yes" group that is associated with bonds) will get most active in April of next year.  The main facilitator also mentioned the legalities of how our Superintendent will "go on tour" with information about the way the facilities will be used, but how he CANNOT advocate for the bond, as that would be against the law.

So, please check out that website and the two sets of slides that have been presented thus far.  It's definitely important to be informed about these things and you guys know how I'm about transparency, so that's why I'm putting this out there.

    Wow!  Is it just me or has time flown this year?!!  We're already in April.  Lots of good things going on in Waxahachie.  As far as city meetings for the week, we only have the Council briefing and meeting on Monday, but there are some items worth noting on the agenda.  I'll get into that below.

*** Keep Waxahachie Beautiful is offering a Dumpster Day on Saturday, April 9 from 8-12pm at Dunaway Elementary School, located at 600 Highway 77 South, and at Global High School, located at 275 Indian Drive. Dumpsters will be available to City of Waxahachie residents to dispose of household waste and bulk items. No chemicals, Freon appliances, or construction waste will be allowed. Residents must present a water bill to show proof of residency.***

6:00 PM - City Council Briefing Session

This briefing session is held to discuss items for the 7:00 PM regular meeting.  It is open to the public to attend and as these are highly informational briefings, I strongly encourage residents to come and sit in. The briefing sessions will most likely not be streamed at this time.  It is my understanding that after the new annex is completed, City Hall will need to have some changes as well, so the thought is that paying for equipment to be put in our conference room at this time would not be a good use of the taxpayer funds since that room may very well be changing in the not-so-distant future.

While I agree that doing that wouldn't be a good use of funds at this time, I don't understand why we cannot just stream the briefings in a less formal manner.  I used to stream meetings from my cell phone.  It's not hard or expensive to do.  There's nothing that is said back in the conference room that can't be said in a live-streamed version or even if we held the meeting in the Council Chamber where we already have audio/video equipment installed.

I have requested all public city meetings and briefings held in City Hall be live-streamed since before I was elected in May of 2018!  We've made some progress by streaming the Council and P&Z meetings, but that's all that is currently streamed.  I have some frustration here because I want people to be able to see where their money is being used; learn HOW decisions are made and WHY those decisions are what they are. 

This is YOUR money.  This is YOUR City Hall.  Complete transparency is an absolute must in my mind.  We will see how things go once/if renovations are done in City Hall.

5e - Renewal of Facilities Maintenance Agreement with AHI Facility Services, Inc. for janitorial and cleaning maintenance services in the amount of $108,948.65.
 
5f - Consider the approval of a service contract with Andale Construction, Inc. for the application of high density mineral bond seal for asphalt pavement preservation in the amount of $142,569.30.  The streets covered are listed in the agenda packet, linked above.  The application of this material will protect and extend the life of the pavement and is a cost effective solution that provides a smooth coat to the pavement and protects the asphalt from water infiltration and UV deterioration.  
 
6 - Recognize Downtown Waxahachie as a Great Neighborhood for the 2022 Great Places in Texas program.  We know how awesome Waxahachie is, but others are recognizing it too!  I looked for more information on this award and found some here: https://texas.planning.org/community-outreach/great-places-texas/
 
7-9: Public Hearing on a request by 7 Brew Drive-Thru Coffee, for a Specific Use Permit (SUP) for a Drive-Through Establishment with a planned development located North of 1760 N US Hwy 77, at the intersection of Country Meadows Blvd. and N US Hwy 77.  This business would actually be drive-thru only, no inside seating of any kind, nor a walk-up window.  It was approved by the Planning & Zoning Commission last Tuesday and staff are recommending approval per staff comments.
 
10 - Consider the approval of a ground lease and construction agreement with Don Jackson Construction Company, Inc. for the development of 6 new private box hangars at Mid-Way Regional Airport.  There are a lot of terms for this deal, detailed in the agenda packet, linked above.  The report also states that this would be a private development on land at the Airport and there is no cost to the City of Waxahachie or City of Midlothian.  The Airport will receive revenue from the resale of the hangars (6% appraised value), as well as annual revenue from the ground lease ($0.30 per sf initially with escalation over time.) I'm interested in the presentation for this item.  Our airport holds a lot of promise for both Waxahachie and Midlothian and we need to be sure to make smart decisions for the future of the airport. It is a huge asset to this area.

*** 12 - Consider additional funding for the construction of Fire Station 4.  ***  This item is pretty important.  We were originally planning on $5.3 million for the cost of this station; however, due to the increased construction costs at this time, the price has now risen to $8.9 million... Which means we have a shortfall of approximately $3.6 million.  This is a tough amount to swallow, but it needs to be done.  In addition to value-engineering and taking advantage of every available cost savings opportunity that would not adversely affect the station to save money on this project, there were a total of 189 bids received including multiple bids for every aspect of the building!  The city has been planning for this station for several years including hiring the personnel necessary to run station 4 when it's up and operational.  I don't want to speak for the Fire Department, but I think it's pretty safe to say that they are as upset about this huge cost increase as I am.  That all being said, we do actually have the funds available from the city's unrestricted funds balance.  This is an important project that will help serve our citizens well into the future and also help with an ISO rating that has an impact on insurance rates.  I wanted to be sure to inform you all about this change, since it is such a big one.
 
14 - Consider Change Order # 10 with BAR Constructors for the Wastewater Treatment Plant Improvements Phase I project. If approved, this project will increase the pumping capacity of the Jefferson Street Life Station from it's current capacity of approx. 28 mgd (million gallons per day) to 32 mgd.  These improvements will also allow for the Jefferson Lift Station to be further expanded at a future date to 48 mgd.

There are multiple items on the consent agenda for this meeting. Many are for events, but some are for supplemental appropriations.  Most of those requesting supplemental appropriations have already been approved by their respective boards in public meetings held last week.  Those would be items:

5j - Supplemental appropriation from TIRZ account for Farmers Market improvements in the amount of $106,884.25
5k - Supplemental appropriation from TIRZ account for Downtown Parking Garage improvements in the amount of $138,867.18
5m - Supplemental appropriation from WCDC account to fund additional Wags-a-Hachie Dog Park improvements in the amount of $97,350.00

5l - Supplemental appropriation authorizing the insurance reimbursement of the Fire Department vehicle maintenance fund in the amount of $24,552.00

The only two P&Z cases are not big developments, but rather SUP requests for  accessory structures at 112 Homestead Ln and 808 W. Main and both were approved unanimously at the last P&Z meeting held on March 15, 2022.

    If you live off Broadhead Rd., please be aware of the following:  Please note that starting MONDAY MARCH 14, contractors will be switching two lane traffic over to the east side of Broadhead Road from US 287 to about April Lane in order to finish up on the pavers replacement project.  The work is scheduled from 7am to 5pm Monday-Friday and possibly some Saturdays. Expect some delay and contact us at 469-309-4300 or email publicworks@waxahachie.com with any questions or concerns. We appreciate your cooperation and apologize for any inconveniences.

The Week of March 7th - 11th, 2022 in the City of Waxahachie

    I know it seems like we just got done with an election and we did... the primaries; however, the next upcoming election is for your local elected officials - namely City Council Members and WISD School Board Trustees and Thursday April 7, 2022 is the last day to register to vote for this Election.

4 - Public Comments: Persons may address the Council on any issues whether on this agenda or not; however, in accordance with the Texas Open Meetings Act (TOMA), the Council may not comment or deliberate such statements during this period, except as authorized by Section 551.042, Texas Government Code. Speakers must observe the five minute time limit.
 
5e - Supplemental appropriation for additional track repairs and increased scope of wrought iron fencing at the Sports Complex.  I bring this up because on a social media platform recently (although I can't remember which), someone had brought up the poor condition of the track at the Sports Complex.  Staff have already been made aware of the issue and are bringing it to Council for final approval (the WCDC has already approved the appropriation from their funds) to get it fixed correctly.  I hope that the person who had posted about that, is able to hear about this and know that we are taking care of the issue.
 
6 -Consider City of Waxahachie Annual Financial Report for year ended Sept. 30, 2021.

7 - Discuss Solicitation Ordinance. Council enacted this ordinance (No. 3209 : https://library.municode.com/tx/waxahachie/ordinances/code_of_ordinances?nodeId=1039440 ) on 9/8/20 and it was one of those things that we really needed to have in place in order to see how well it works and where it could be improved.  It has been brought to my attention by a local business owner that they routinely have to go into the police station every month (excessive in my opinion) to have background checks run and fingerprinting done on every individual who goes door-to-door in Waxahachie for their company. I want to commend them for their efforts in trying to do the right thing and comply with the ordinance that Waxahachie has in place.  The problem in my opinion is... when this ordinance becomes a burden on local companies.  You have a company who is local, complying with the ordinance and then you have all the "bad actors" so to speak, who are usually NOT local, just looking to make some money off Waxahachie residents.  
 
I cannot tell you how many door-to-door solicitors I have had who do NOT have a permit from our city.  In fact, I could say CONSERVATIVELY... 90% of those who come to my door do NOT have a permit.  This ordinance is for the safety of our residents and Chief Goolsby will go over the different details of the ordinance at the meeting.  
 
*** For all those who are affected by this ordinance - especially local business owners, PLEASE consider coming and speaking on this issue at the meeting.  Your input is invaluable and while we want the ordinance to protect residents, we  also want to make sure it places REASONABLE requirements on our local businesses.  Do you find all the requirements reasonable?  Do they place a financial or otherwise burden on your ability to conduct business in the city?  Whatever you think about this ordinance, now is the time to bring forward your thoughts, while Council is in the process of discussing it.  We don't review ordinances very often at all, so that's why I want to be sure that I share this information in order for you to take part in this process. ***

I have had some folks ask about how they can help my campaign.  Campaigns always need donations, but what I would really like to ask is for help with blockwalking.  I would love if I could get a "neighborhood captain" for each neighborhood and that person would put door hangers on each door.  (If you want to knock on doors and talk to people, that's a bonus, but definitely not required!) :)  We would supply you with all the door hangers you need and for large neighborhoods, we have them broken down in to smaller sections, so we would even furnish a map of the area that needs to be walked as well.
