This briefing is being held to discuss items on the 7:00 PM meeting agenda.  These are usually highly informational, so I always encourage folks to attend them whenever possible.

4 - Public Comments

5c - Stampede of Speed is coming back again.  The cattle drive is scheduled for October 7th and will involve some street closures. More details in the packet

5d - Event Application for Big Al's Down the Hatch 5 year anniversary event to be held October 8, 2022.  As I understand it, this event was originally planned to be held at Railyard Park, but this new application changes the location and will have a street closure.  There is a letter from the Downtown Merchants saying this is okay, but I still think Railyard Park probably would've been a better spot and more out of the way.  

5f - Mark your calendars!! The 26th Annual Texas Country Reporter (TCR) Festival is almost upon us!  The festival will take place on Saturday, October 29, 2022 with the set-up beginning on Friday, October 28th.  Diamond Rio will be there!!!  Layout and more details in the agenda packet.  

6 - Introduce Honorary Councilmember - This was a cool thing that the Council did pre-COVID where a WISD student was chosen to sit up at the dais and get to watch a Council meeting up close to see how things are done.  It was a great program and I'm glad to see it back!

7 - 9 - Proclamations

10 - Request to appear by Elizabeth Tull, President of the Waxahachie Arts Council to request extending the contract with the city where they receive 25% of the hotel-motel tax revenues.  This is something that the Council does fairly often (I remembered it being every year, but might be wrong on this), although this contract is for 3 years.

*** 11 - Consider proposed Resolution authorizing defeasance and redemption of the City's outstanding obligations and other related matters.  I won't say that I 100% understand this one; however, it does rub me the wrong way that they were 'unable' to lower the tax rate, yet they are using the debt service portion to pay off or refinance old debt....  They raised the debt service rate this year by 4-5 cents...  That could've meant a 58-59 cent tax rate versus the approved 63 cent one... I definitely recommending reaching out to Council to ask them more about this and what they plan to do.

14 - Consider professional engineering services contract for Wastewater Treatment Master Plan update. "This project will evaluate the existing wastewater treatment plant (WWTP) and Lions Park for future expansion of the existing plant. ADDITIONAL SITES will be evaluated, for discussion and consideration of additional future treatment locations, independent of the current plant site..."  This is a very interesting item and just wanted to make sure y'all knew about it.  More details in the packet.

16 & 17 - Convene into executive session for deliberation regarding real property and to reconvene and take any necessary action.
