The Week of May 16th, 2022 in the City of Waxahachie

I really wanted to get something out there for this upcoming week and haven’t had a chance, so this will be an abbreviated version. 6:30 pm - City Council Briefing Session

This briefing is to discuss items for the 7pm regular council meeting.  It is not live-streamed, but you are welcome to attend in person.

7:00 pm - City Council Regular Meeting

The only P&Z items we have on the agenda is being continued, so we don't have a really big agenda tonight. 

5 - Canvass and accept votes of City Council Election held on May 7, 2022

6 - Administer Oath of Office to Council Member Place 1 (David Hill) and Council Member Place 3 (Chris Wright)
 
7 (i) - Supplemental appropriation from the General Fund for legal services in the amount of $95,000.
 
7 (k) - It seems like we see a lot of supplemental appropriations on our agendas, so at the Council Retreat, I asked our finance director if he would be able to keep track of those for us.  He has and there is a listing of those in this item, along with other financials. 
 
8 & 9 - Our only planning case for the evening and it has been tabled to a later meeting.

10 - Public Hearing and consider an Ordinance accepting and approving an updated Service and Assessment Plan and an Improvement Area #3 Assessment Roll for the North Grove Public Improvement District.  I have even, with hesitation, approved some of these, but I think we need to be very careful in doing this. 
 
I have been very worried that someday this would happen and now I have heard of residents not knowing they live in a PID.  Legally, this should NOT be an issue with the city, but as a council member/ resident of the city and huge proponent of transparency that if there is a gap or breakdown in communication somewhere, then we need to hold off on issuing more of these til we get a good system in place.
 
***** Did you know that if your PID assessments go unpaid, that you can lose your home?  I sure didn't when I gave my okay.  Here is a FAQ sheet from Municap, who is the company that is responsible for handling all North Grove PID matters.  http://municap.com/texas-docs/North-Grove/North%20Grove%20PID%20-%20FAQ.pdf
 
11 - Consider an Ordinance authorizing the issuance of the City of Waxahachie, Texas, Special Assessment Revenue Bonds, Series 2022  

12 - Consider proposed Ordinance order a Runoff Election for At-Large Council Member Place 2.  The two highest candidates in this race are Doug Barnes (currently serving as mayor) and Patrick Souter.  I would REALLY like to see the Council bring forth a charter amendment to the voters possibly next May that would stop this over 50% stuff for determining a winner in each place.  If a certain race has 3 or more candidates running, requiring 50% of the vote is rarely going to happen, leading to a runoff.  A runoff means more money for everyone - citizens, the city and the candidates.  Not only that, but it's really an unnecessary election and I believe it also contributes to voter apathy.  Nevertheless, the charter is what it is (this is only a recent change, for those who don't know) and we must order the runoff election.  At this point in time, the date on the ordinance ordering the runoff is for Saturday, June 18, 2022.  There will be more details to come on that, I'm sure.  Here is the link for Ellis County Elections, once they have that information on their site: http://www.co.ellis.tx.us/629/Upcoming-Elections
