This briefing is being conducted to discuss items for the 7:00 PM regular Council meeting.  You are welcome to attend this briefing session.  It will not be live-streamed.

5g - This item is part of the consent agenda, which means if you'd like to speak about it, please do so during the public comments portion of the meeting right after the invocation and pledges are finished.  A resolution is being presented for adoption which would limit Public Comments to 5 minutes per person.  I really hesitate to adopt this policy, but I think that it is respectful to the residents and staff who are present at the meetings.  In addition, many governmental entities, such as the Ellis County Commissioner's Court, require signing up to speak ahead of the meeting and they only allow 3 minutes for public comments.  If this resolution is passed, it will still allow for folks to speak about any item, whether on the agenda or not, for 5 minutes, without having to fill out a form.  This time window seems to be very fair to both those who wish to speak and those citizens and staff present at the meeting.  Over time, there have been some who have used the public comments portion to speak at length: as much as 10 - 15 minutes or even more, and that seems excessive.  Most residents who have used the public comments portion of the meeting to address Council have only needed 2-3 minutes, so having a 5 minute window seemed to give folks enough time to express whatever concerns they may have.  Council are also accessible via email at any time, so that is always an option as well.

18 - 20: Public Hearing on a request by George Salvador for a Zoning Change located at 401 Ovilla Road.  This item passed P&Z by a vote of 6-0.  Staff also recommends approval.  Since Council last denied this item (back in May, I believe), they have reduced the density a tiny bit, made more of the larger lot sizes, and removed the alleys around the perimeter of the subdivision.  I am still undecided on this development; however, P&Z approved it with a vote of 6-0 and staff also recommends approval per comments.
