The Week of June 14th - 18th, 2021 in the City of Waxahachie

Hello Friends!
 
I hope y'all are having a fantastic weekend!  This week is a rather exciting one, as we will be appointing our Mayor and Mayor Pro Tem.  There is more exciting news on the horizon in that there appears to be enough Council support to bring a charter amendment to you all to vote on in November  that would allow the residents of Waxahachie to elect the Mayor outright! I'll get more into details the organization of Council below.  Let's dive in and get started with our weekly meetings.

4 - Canvass and accept votes of City Council Runoff Election held on June 5, 2021

5 - Administer oaths of office to Council Member Place 4 and Council Member Place 5

*** 6 *** - Organization of City Council:  This is where, per our current charter, the Council appoints the mayor and mayor pro tem.  Our charter actually states: "The council shall elect from among its members officers of the city who shall have the titles of mayor and mayor pro tem, each of whom shall serve at the pleasure of the council. The mayor shall preside at meetings of the council, shall be recognized as head of the city government for all ceremonial purposes and by the governor for purposes of military law but shall have no administrative duties. The mayor pro tem shall act as mayor during the absence or disability of the mayor."  I did push to have the mayor elected from the public when the last charter revision was brought before voters but there was not enough support from Council to do that.  I believe that is no longer the case and that within the next month or so, we will be discussing the matter at a Council meeting.

As far as who is going to be your mayor and pro tem, tradition dictates that in the event Mayor Hill does not have enough votes (which he does not), the role of mayor would go to the next highest-tenured council member, which would be me.  I have zero support from Council (including the two newest members) at this time to allow me to fulfill this role, so it will not be me.  The person who will most likely become your next mayor will be Mr. Doug Barnes.  As far as who will be the new mayor pro tem, I have no idea. I would definitely be honored to fill that role, but am not sure who will end up serving in that capacity.  

Usually our Council meetings are live-streamed at the following link: https://www.waxahachie.com/government/city_council/city_council_meeting_live_stream.php  I'm not 100% sure if this one will be streamed or not, but it is certainly open to the public should you wish to attend.  Seating two new council members is a major shift for our city, so those who can attend, really should try to come.  This particular special meeting typically lasts about 10-15 minutes at the most.

6:30 PM - Planning & Zoning Commission Briefing Session

The purpose of this briefing is to review and discuss items for the 7:00 PM regular P&Z meeting.

This briefing session will not be live-streamed, but it is open to the public should you wish to attend.

7:00 PM - Planning & Zoning Commission Regular Meeting

9 & 10 - Public Hearing for a Specific Use Permit (SUP) to allow for a drive through establishment (Neighborhood Credit Union) at 1750 N Highway 77. Staff is recommending approval per comments.
 
11 & 12 - Public hearing on a request for an amendment to Ordinance No. 3258 to allow for an additional retail building (a drive-through Dunkin' Donuts establishment) at the SE corner of Farley Street at Highway 287.  Staff is recommending denial for several reasons, one of which is traffic flow through the site.  In addition, the back side of the business would be visible from 287, which it considers "unfavorable to the City".

Because it is a public meeting, residents are also allowed and encouraged to attend.  This will most likely be one of the shorter P&Z meetings we've had recently due to the relatively short agenda.
