I hope that everyone is doing well after what has been an incredible week! The city meetings that we had scheduled for last week have now been scheduled for this coming week. I'll repeat the information on those so that you don't need to refer to the last post for details and will include the new meetings scheduled for this week.

7:00 PM - City Council Regular Meeting

There are a few important items in this meeting that I'd like to point out.

- Consider proposed resolution to nominate Kevin Strength as a
candidate for the Ellis Appraisal District Board of Directors vacancy.

- Consider proposed resolution amending the guidelines and criteria
(policy) for governing Economic Development incentives. Please refer to
the agenda packet for the specifics.
14 - Consider recommendation to engage Verdunity to complete the City's Comprehensive and Thoroughfare plans.
15 - Consider approval of construction manager at risk for City Hall Annex project.

& 17 - Convene into Executive Session for consultation with
attorney regarding pending or contemplated litigation as permitted under
Section 551.071, Texas Government Code. Reconvene and take any
necessary action.

4:00 PM - (TIRZ) Tax Increment Reinvestment Zone No. 1 Regular Meeting

5:30 PM - Planning & Zoning Briefing
Conference Room, City Hall
This is a briefing to discuss items for the 7PM regular meeting. If you'll notice it is being scheduled at 5:30, which is quite rare. This is most likely due to a very important item on the P&Z agenda, and will involve a lot of information being presented and/or discussed at the briefing. This is one briefing I would highly suggest residents attend, if they are able. The briefing is open to the public, but will not be live-streamed.

7 - Consider a request for a Plat of Buffalo Ridge, Phase 6, for 177 lots. Staff is recommending approval as presented.
8 - Consider a request for Plat of Garden Valley Apartments. This applicant is requesting a waiver for the cash in lieu of park land dedication fees, which is estimated at $85,200. Staff is recommending denial for the fee waiver. To be clear - this is for the apartments which already exist, not new apartments.
9 & 10 - Consider a request for an SUP for solar panels at 203 Shetland Court. Staff is recommending denial due to Sec. 5.01 of the City of Waxahachie Zoning Ordinance which states that panels shall not be installed on rooftop elevations facing the front right-of-way.
11 & 12 - Public hearing on a request for a zoning change from general retail and planned development single family 3 to a Planned Development general retail at the SW corner of Farley St at Highway 287. Staff is recommending approval per comments.
*** 13 & 14 - Public hearing on a request for a zoning change from Future Development & Planned Development (ordinance #2330) to a Planned Development -Mixed Use and Residential with Concept Plan. This is for the large development called Emory Lakes and includes 2,813 ACRES of land. This development is so large, the developers are anticipating the need for 5 elementary school sites and 1 junior high site. For those interested in the details, there is a lot of information provided in the agenda packet linked above as well as information which will be presented at the P&Z Briefing and Meeting. This is a development that has literally been years in the making and staff is recommending approval per comments. This will likely be the largest case to come before Waxahachie's P&Z in our lifetime. There are a lot of considerations to be made when dealing with a project of this magnitude.
