The Week of March 1st - 5th, 2021 in the City of Waxahachie

Hello Friends!

I have scanned in the draft minutes from recent city board meetings for your review.  You can view them here: https://drive.google.com/file/d/11bDejVYRNvehf5cBhsRoBqZ_YeoT-GoT/view?usp=sharing This file includes the draft minutes from the P&Z meeting last week which reviewed that huge new development.  Spoiler alert - it wasn't approved nor denied.  It was continued to the March 23, 2021 Planning & Zoning Commission meeting.

Because our previous Council meeting had to be rescheduled due to the winter storm, we had a Council meeting this past week, but will also have one again this coming Monday.  Meetings are always at 7:00 PM the first and third Mondays of every month at Waxahachie's City Hall - 401 S. Rogers St., Waxahachie, TX 75165.

-----------------------------------
Monday, March 1, 2021
-----------------------------------
6:30 PM - City Council Briefing
Council Conference Room, City Hall

The purpose of this is to conduct a briefing which discusses items for the 7:00 PM regular Council meeting.  It is a great way to find out what is going on in a more informal manner than the regular meeting.  The public is welcome to attend, but the briefing isn't live-streamed at this time.
================================
7:00 PM - City Council Regular Meeting
Council Chamber, City Hall

The agenda packet contains all the information that is given to Council prior to each meeting. I generally point out some items that may be of particular interest to those in the community such as:

6 - Consider a request for a Plat of Buffalo Ridge, Phase 6 for 178 lots.  The applicant is also requesting a relief waiver for a 10' utility easement instead of a 15' utility easement.  The P&Z Commission and staff are recommending approval of both the plat and waiver.

7 -  I list this case because it says the owner is Garden Valley Apartments, LLC; however, this is NOT for new apartments.  This is paperwork that needs to be corrected on the existing Park Place Apartments, which are already built. The P&Z Commission and staff are recommending approval of the plat, but denial of the relief waiver requested to waive park land dedication fees.

8 & 9 -  This case is for an SUP (specific use permit) for solar panels at 203 Shetland Court.  The P&Z Commission along with staff are recommending denial on this case due to Sec. 5.01 of the City of Waxahachie Zoning Ordinance which states panels shall not be installed on rooftop elevations facing the front right-of-way.  This is not a typical street but the right-of-way is in a cul-de-sac and the applicant seems to have two letters of support from their neighbors who would be the ones looking at the solar panels the most.  We have ordinances which set standards for the community, but we also should respect homeowners' rights to do with their homes what they would like, within reason.  People have solar panels on the front of their home because that's where they NEED to be, not where the homeowner particularly wants them to be.  This case will merit some discussion at the briefing & meeting.

12 & 13 - This is for the Emory Lakes, large subdivision and as previously stated, the case will be continued (meaning we won't discuss the case at all at this meeting) to the March 23rd P&Z meeting and the April 5th Council meeting.

16 - Consider proposed Resolution approving submission of staffing for adequate fire & emergency response (SAFER) grant.  This grant helps pay for a lot of the cost for 3 firefighters to add to our crew so that we have a full team ready to serve when Fire Station 4 opens up (currently scheduled to open in FY 23).

17 - Consider proposed ordinance amending Chapter 9, Section 9-3 and adding Section 9-27 establishing a fee schedule for cemetery plots and related cemetery fees, and establishing columbarium niche prices and approving addition of permanent marker rule.  This has been vetted through the Cemetery Board over several meetings to ensure that these are fair and reasonable numbers.

This meeting is open to the public, but will also be live-streamed at the following link: http://www.waxahachie.com/government/city_council/city_council_meeting_live_stream.php

---------------------------------
Tuesday, March 2, 2021
---------------------------------
3:00 PM - WCDC - Waxahachie Community Development Corporation Regular Meeting
Council Chamber, City Hall

This is a fairly routine meeting (with one exception) to update the board on activities at the Civic Center, CVB, Sports Complex and update on community beautification efforts.  There is one item that is very important on this agenda, however.

8 - Discussion on future WCDC projects and initiatives

This meeting is open to the public should you wish to attend, but it is not live-streamed at this time.

-----------------------------------
Wednesday, March 3, 2021
-----------------------------------
12:00 PM - Civil Service Commission Regular Meeting
Council Conference Room, City Hall

There is only one item on the agenda for action:

Waxahachie Police - canvass votes from all WPD sworn officers for an alternate promotional system as required by Texas Local Government Code Section 143.035(g)

This is an open meeting and residents are welcome to attend, however it is not live-streamed at this time.

--------------------------------------------------------------------
Those are all the meetings so far for this week. You can check back on the City's calendar to see if any new ones are added after the time of this newsletter. http://www.waxahachie.com/calendar.php

I hope you have a great rest of your day and a wonderful week ahead!

The Week of February 22nd - 26th, 2021 in the City of Waxahachie

Hello Friends!

I hope that everyone is doing well after what has been an incredible week!  The city meetings that we had scheduled for last week have now been scheduled for this coming week.  I'll repeat the information on those so that you don't need to refer to the last post for details and will include the new meetings scheduled for this week.

--------------------------------------
Monday, February 22, 2021
--------------------------------------
6:00 PM - City Council Briefing
Council Conference Room, City Hall

This is a briefing to discuss items for the 7:00 PM regular meeting.  The briefing is open to the public, but is not live-streamed at this time.

====================================
7:00 PM - City Council Regular Meeting
Council Chamber, City Hall

There are a few important items in this meeting that I'd like to point out.

12 - Consider proposed resolution to nominate Kevin Strength as a candidate for the Ellis Appraisal District Board of Directors vacancy.

13 - Consider proposed resolution amending the guidelines and criteria (policy) for governing Economic Development incentives. Please refer to the agenda packet for the specifics.

14 - Consider recommendation to engage Verdunity to complete the City's Comprehensive and Thoroughfare plans.

15 - Consider approval of construction manager at risk for City Hall Annex project.

16 & 17 - Convene into Executive Session for consultation with attorney regarding pending or contemplated litigation as permitted under Section 551.071, Texas Government Code. Reconvene and take any necessary action.

The Council meeting is open to the public, but is also live-streamed via the following link: http://www.waxahachie.com/government/city_council/city_council_meeting_live_stream.php

--------------------------------------
Tuesday, February 23, 2021
--------------------------------------
4:00 PM -  (TIRZ) Tax Increment Reinvestment Zone No. 1 Regular Meeting
Council Chamber, City Hall

3- Re-organize the board.

5- Consider request for funding $100,000 to the Ellis County Museum capital campaign/restoration project.

6- Consider funding for conversion of former ag barn to new home for Farmers Market.

This meeting is open to the public but is not live-streamed at this time.
=======================================
5:30 PM - Planning & Zoning Briefing
Conference Room, City Hall

This is a briefing to discuss items for the 7PM regular meeting.  If you'll notice it is being scheduled at 5:30, which is quite rare. This is most likely due to a very important item on the P&Z agenda, and will involve a lot of information being presented and/or discussed at the briefing.  This is one briefing I would highly suggest residents attend, if they are able.  The briefing is open to the public, but will not be live-streamed.
========================================
7:00 PM - Planning & Zoning Regular Meeting
Council Chamber, City Hall

7 - Consider a request for a Plat of Buffalo Ridge, Phase 6, for 177 lots. Staff is recommending approval as presented.

8 - Consider a request for Plat of Garden Valley Apartments.  This applicant is requesting a waiver for the cash in lieu of park land dedication fees, which is estimated at $85,200.  Staff is recommending denial for the fee waiver.  To be clear - this is for the apartments which already exist, not new apartments.

9 & 10 - Consider a request for an SUP for solar panels at 203 Shetland Court.  Staff is recommending denial due to Sec. 5.01 of the City of Waxahachie Zoning Ordinance which states that panels shall not be installed on rooftop elevations facing the front right-of-way.

11 & 12 - Public hearing on a request for a zoning change from general retail and planned development single family 3 to a Planned Development general retail at the SW corner of Farley St at Highway 287.  Staff is recommending approval per comments.

*** 13 & 14 - Public hearing on a request for a zoning change from Future Development & Planned Development (ordinance #2330) to a Planned Development -Mixed Use and Residential with Concept Plan.  This is for the large development called Emory Lakes and includes 2,813 ACRES of land. This development is so large, the developers are anticipating the need for 5 elementary school sites and 1 junior high site.  For those interested in the details, there is a lot of information provided in the agenda packet linked above as well as information which will be presented at the P&Z Briefing and Meeting. This is a development that has literally been years in the making and staff is recommending approval per comments.  This will likely be the largest case to come before Waxahachie's P&Z in our lifetime.  There are a lot of considerations to be made when dealing with a project of this magnitude.

This meeting is open to residents to attend, but will also be live-streamed at the following link: http://www.waxahachie.com/government/city_council/city_council_meeting_live_stream.php

-----------------------------------------
Wednesday, February 24, 2021
-----------------------------------------
5:30 PM - Heritage Preservation Commission Meeting
Conference Room, City Hall

4 - Consider Certificate of Appropriateness for 315 S. Rogers St.

5 & 6 - Consider approval of new and renewal HT tax exemption applications.

This meeting is open to the public, but is not live-streamed at this time.

-----------------------------------------------------------------------
I hope that everyone has a great rest of your weekend and a wonderful week ahead!

---------------------------------------
Tuesday, February 9, 2021
---------------------------------------
11:00 AM - Economic Development Commission Meeting
Council Conference Room, City Hall

****Any time that we have policy changes, I consider these to be pretty important since it is unlikely to change from whatever is decided for a long time.  The main reason for this particular meeting is to do just that.****

4 - Consideration of a resolution amending the guidelines and criteria (policy) for governing Economic Development Incentives.

You can review the potential policy changes inside the agenda packet.  The meeting is open to the public, but will not be live-streamed.
==============================
7:00 PM - Planning & Zoning Commission Regular Meeting

There is no briefing session for this meeting as there are very few cases and they all seem routine.  The zoning change request by George Salvador of Lilian Custom Homes has been continued to the February 23, 2021 P&Z meeting agenda.  The P&Z Commission will not have any details on this case nor will the case be discussed at this particular meeting. That will take place on the 23rd (unless it is continued again).

This meeting is open to the public to attend but is also going to be live-streamed at the following link: http://www.waxahachie.com/government/city_council/city_council_meeting_live_stream.php

6. Consider approval of new HT tax exemption applications

This meeting is open to the public, should you wish to attend, but will not be live-streamed.

Those are all the meetings we have so far for this week. The weather looks like we're going to have a cold snap, so I hope that everyone stays nice and warm!
